Health Monitoring and Evaluation Plan 2019-2023 for the department of Health Services developed under the support from USAID through CMLAP-Tupime county program. The aim of this M&E Plan is to monitor the progress for the recently developed Health sector strategic plan. It means various indicators have been highlighted that will help the sector track progress. If no progress is realized, it will prompt consideration for changing the strategies or interventions. The County Government of Baringo through the department of preventive and promotive health services held a one day awareness campaign on snake bites targeting community members and health workers at Poi AIC, Saimo Kipsaraman Ward, Baringo North Sub County.

The training session was necessitated by rampant cases of snake bites reported in the area thus the need to empower the community members on how to handle snake bites whenever they occur before seeking medical attention.

Dr. Winnie Bore, the Chief Officer in charge of preventive and promotive health services said the department is in the process of acquiring motor bikes which are modified as mini ambulances to help in responding to snake bite cases.

At the same time she added that the County has stocked all the health facilities with the much needed anti venom and has trained all health workers on how to administer the vaccine and even handle situation where patients develop complications once the vaccine is administered to them.

According to statistics available, an average of 300 to 500 cases are reported in the County on a monthly basis,an alarming figure which has triggered the health department to step up it's efforts to address the menace

Dr. Stephen Kalya, Baringo Referral Medical Superintendent assured the health workers not to have doubts when administering the anti venom as the one currently in use is polyvalent thus is able to neutralize venom from any snake since it was manufactured from venom collected from many species of snakes.

He added that monovalent anti venom is the most effective but unavailable currently due to high cost.

Willy Limo, a curator stationed at Lake Baringo snake park urged the County government to train more snake handlers among community members so that they assist to arrest them whenever they are spotted around

Kenya Wildlife Service officials who were present came under criticism from the locals for their failure to facilitate compensation for snake bite victims but were quick to defend themselves saying they normally send the files to their Nairobi head office which takes long to be acted upon.

Baringo County Government led by Governor H.E Stanley Kiptis is targeting to ensure that maternal and neonatal mortality is eradicated by setting up and fully equipping new health facilities in rural areas.

While opening Kapturo dispensary maternity wing in Bartabwa Ward, Baringo North Sub County, a 15 bed capacity facility that will serve more than 1,500 residents who previously had to travel more than 15km to Bartabwa Health Centre to access maternity services, H. E Kiptis urged women to utilize by delivering their babies in it.

"When you deliver at a health facility, you are attended to by skilled health personnel who will ensure safe delivery", Governor advised.

He was accompanied by his Deputy H.E Jacob Chepkwony, Area MCA Reuben Chepsongol, CECs, COs and other leaders.

Baringo County Government has invested heavily in the health sector so as to achieve its vision of providing high quality reliable medical services to its residents.

The continuous development of capacity for our staff in the health sector as well as improvement of facilities to better standards will ultimately bear fruit and reduce the burden of accessing medical services.

Under President Uhuru Kenyatta's Big Four Agenda, universal health care is a top priority and as County government we are keen to revitalize the sector by focusing more on primary health care so that we reduce the costs on curative services.

In this regard, the County Government in liaison with partners USAID Afya Uzazi, 19 medical staff from various cadres were trained on leadership skills for six months in Leadership Development Programme Plus (LDP+).

LDP+ is an experiential learning and performance improvement process that empowers people at all levels of an organization to learn leadership, management, and governing practices. It is a unique programme in that it differs from traditional leadership training programs that introduce leadership theories and behaviors in a course setting.

The LDP+ improvement process links learning to the implementation of priority actions that achieve measurable public health results. Teams not only initiate changes but they carefully monitor the results of those changes over time.

Speaking while officiating graduation ceremony for the participants of the programme at Rift Hills Resort Kabarnet, Deputy Governor Hon. Jacob Chepkwony congratulated the graduates for completing the course and urged them to put into practice the skills acquired during the training process.

He expressed optimism that the training will enable the participants offer solutions to the myriad of challenges facing the sector and at the same time appealed to the Afya Uzazi to take more personnel through the programme so that the benefits can be cascaded to the lowest level of management of the health sector.
