Under the Kenya Devolution Support Program(KDSP II), the County Government of Baringo alongside all 47 Counties in Kenya is officially moving from manual processes to the HRISKe system. The HRISKe (Human Resource Information System Kenya) simplifies managing HR in counties by creating a single, secure digital ID for every public servant.
The rule is simple: If you arent in thesystem, you arent on the payroll.
Implemented as the Key Result Area III (KRA III), the reform is all about giving counties the tools and systems they need to run efficiently and serve citizens better. It focuses on modernizing operations through digital HR and payroll systems like HRISKe, strengthening financial management, and enabling data-driven planning. By building capacity, enhancing staff skills, and automating key processes, KRA III helps counties reduce inefficiencies, eliminate ghost workers, and deliver transparent, accountable, and high-quality public services.
