Why KDSP II is Finally Putting an End to Ghost Projects in Kenyas 47 Counties
Imagine being able to view every development project across all 47 County Governments in real time through a phone or laptop.
This will soon become a reality through the County Public Investment Management (PIM) Dashboard under the Kenya Devolution Support Programme II.
Why This is a Game-Changer
End-to-End Monitoring: From groundbreaking to completion, every project will be tracked. If a project is not progressing as planned, the dashboard will clearly show it.
Financial Reward: Under Kenya Devolution Support Programme II (KDSP II), the dashboard is governed by Disbursement Linked Indicator (DLI) 7, which ties performance to funding.
Access to Grants: To unlock Level 2 Development Grants, counties must make this system fully operational. In simple terms no dashboard, no funding.
Key Features of the Dashboard
Project Tracking: Users will be able to monitor the progress of county development projects from start to completion.
Citizen Feedback Interface: Citizens will be able to report if a road is poorly constructed, if a project is taking too long, or if a service is not working as promised.
Public Investment Management (PIM) Framework: Counties will follow a structured process before starting projects confirming whether a project is necessary, affordable, and beneficial to the community before spending public funds.
Climate Integration Checking for Weather Risks: The dashboard will also assess whether projects such as bridges, schools, or roads are resilient enough to withstand floods, droughts, or heavy storms before construction begins.
The Goal
To make county development projects visible, transparent, and accountable to everyone.
