Automating Own Source Revenue collection, commissioning of 1,500 Community Health Promoters, major investments in health infrastructure, strengthening human resource systems, and revitalizing vocational training centres are the key areas that have registered significant improvement as the County Government of Baringo eyes resource support fro the Kenya Devolution Support Program II (KDSP II).
Speaking on the progress, KDSP II County Coordinator Mr. Charles Cherogony noted that Baringo County is firmly on course toward enhanced, results-driven service delivery, supported by the leadership of Governor Benjamin Cheboi and the County Executive.Over the past year, Baringo County has recorded consistent growth in Own Source Revenue (OSR), with a target of an annual increase of 510 percent through automation of revenue collection systems and the reduction of pending bills.
The improved revenue performance is strengthening the countys fiscal position and expanding its capacity to finance critical services, particularly in healthcare.In the health sector, the County Government has commissioned 1,500 Community Health Promoters equipped with essential health kits to ensure primary healthcare services reach households across the county. This milestone significantly enhances community-level health access and preventive care.
To guarantee uninterrupted service delivery, Baringo County has also invested in the solarization of the County Referral Hospital, the County Blood Centre, and all Sub-county Hospitals, ensuring sustainable and reliable power supply. The initiative is expected to greatly improve service continuity, particularly in critical and emergency care.
With Governor Cheboi strongly underscoring the importance of performance contracting as a key driver of improved service delivery, institutional reforms have also taken centre stage. Comprehensive HR audits, payroll clean-ups, and the implementation of unified human resource management systems are streamlining operations and promoting accountability. Performance contracting has been strengthened to enhance staff productivity and align service delivery with county development goals.Community-led Project Management Committees have been reinforced to promote transparency, accountability, and citizen oversight in development projects, empowering residents to actively participate in monitoring county initiatives.
In addition, Baringo County is investing in its Vocational Training Centres as centres of excellence, equipping young people with market-relevant skills to enhance employability and drive local economic growth.
Upon successful attainment of KDSP II performance targets, Baringo County stands to access over Sh500 million in additional funding to finance high-impact investments, further accelerating sustainable development across the county.Through these reforms and investments, the County Government of Baringo continues to build a responsive, accountable, and results-oriented administration committed to delivering quality services to its people.
