VISION
To be a leader in the promotion of sports for all the county level
MISSION
To sensitize, mobilize and provide direction for Baringo County constituents to participate in sports for recreation, good health, competition and career development.
MANDATE

Towards an All-Inclusive Society
The department of youth sports, gender, labour and social security services is in the forefront working towards an all inclusive society devoid of any form of discrimination based on one’s gender, religion, race or ethnicity. We have in the last three years implemented programs that aim to uplift the economic prospects of our youth through capacity building to develop their talents and entrepreneurial culture.
The County government of Baringo is committed to the development of sports infrastructure, and is improving them further in the coming financial year. The construction of stadiums at kabarnet and Eldama Ravine as well as the development of two athletics camps at sirwa, Otany and Ossen will go a long way in enhancing the development of young people on matters sports.
Furthermore, the department has made strides inensuring that our old citizens and persons with disabilities (PWD’s) are given support. So far, the County government through the Baringo persons with disabilities and elderly grant programe has given monthly stipend of Ksh 2000 to 210 beneficiaries drawn across the County besides NHIF cover of Ksh 500 every month.
The department has also spearheaded the campaign against gender based violence like early marriages and female genital mutilation perpetuated against individuals. These social vices have negated the gains made towards achieving social transformation within our society and the perpetrators must be brought to book.
Youth And Gender
VISION
Ensure a just, fair and transformed society free from discrimination in all spheres of life
MISSION
To coordinate and manage gender, youth and social services activities, so as to improve livelihoods of Baringo county residents
MANDATE
-
Develop appropriate County Department policies, legal and institutional frame works for implementation of the mandate of the department.

Management, planning, coordination and administration of youth, gender and social services in the county.

Integrate youth and Gender issues in programs, capacity building of communities to participate in development projects, and involve women and vulnerable groups in activities that promote their welfare;

Coordinate and monitor the thirty percent (30%) affirmative action on gender representation and in socio economic development;
-
Coordinate and Monitor the promotion of awareness on harmful cultural practices such as female genital mutilation (FGM) and gender based violence (GBV) ;

Promote community participation and inter-county gender and youth related activities.

Interpret and implement the departmental strategic plan and medium-term plan.

Promote research on gender, youth and social development.

Oversee establishment, management and operationalization of Youth empowerment centres and promotion of Youth Enterprises.

Oversee preparation of annual work plans and financial budgets to ensure proper utilization of Resources.

Liaising with relevant stakeholders to develop and review policies, strategies, guidelines, standards and regulations on project management.

Establishing networks and linkages with the relevant stakeholders by promoting public-private partnership on assigned programmes or projects on alternative financial support.
Culture and Heritage Sub-Sector

Social Services Sub-Sector
VISION
To be a lead sub- sector in promotion of social equity for socio-economic development
MISSION
To formulate, promote, coordinate and implement social services policies, plans and programs for sustainable social-economic development of Baringo County residents.
MANDATE

Manage, supervise, promote and coordinate PWDs, Children, Elderly and social protection activities.

Integrate PWDs, Children, Elderly, Social welfare and labour issues in government and community activities.

Coordinate and monitor the thirty percent (30%) affirmative action on PWDs r representation in socio-economic development;

Oversee establishment, support, management and operationalization of social halls, home for elderly, children recue centers, PWDS resource centers and rehabilitation centers
