Driving Effective Service Delivery
The Department of Devolution, Public Service Management, Administration, ICT and E-Government is the central cog; home to functions that are shared by all other County Departments, and which are vital for the smooth functioning of government. These include the Directorates of Human Resource, Communications, Research, Civic Education, ICT, County Administration, Legal Services and Disaster Risk Management, whose specific mandates are outlined in the Sections part in this website.
This Department plays a crucial role of ensuring effective and efficient delivery of public services through adherence of governance frameworks and Policy implementation. It is in charge of performance contracting within the County civil service, a process which breaks down the County Government mandate into actionable initiatives. It negotiates performance targets with respective office holders and officers to ensure that all goals are achieved.
Serving in this Department therefore, brings with it a significant responsibility which we not only discharge with dedication, integrity, and a sense of purpose but also rally each of our 4000 members of staff across all departments, to commit to the noble cause of serving the residents of Baringo County.
