DIRECTOR,HUMAN RESOURCE MANAGEMENT (1) POSTS JG "R.

Terms of service; five(5) years Contract

Salary; As per SRC

Duties and responsibilities

  1. Develop, review, and ensure implementation of guidelines on the establishment and abolition of offices/ posts in the Public Service;
  2. Develop, review, and ensure implementation of guidelines on the design of organizational structures in the Public Service;
  3. Carry out work load analysis to determine optimal staffing levels;
  4. Monitoring the implementation of organizational structures in the Public Service;
  5. Develop and harmonize the grading structures and nomenclatures in the Public Service;
  6. Establishment, maintenance and updating of Staff Establishment Database;
  7. Develop, review, interpret and ensure implementation of policies, rules, regulations, procedures and strategies on human resource management and development in the Public Service;
  8. Develop and implement a Human Resource Management and Development master plan for the Public Service;
  9. Oversee the development and training of Human resources in the Public Service;
  10. Management of the Public Service Internship Programme
  11. Promote harmonious industrial relations;
  12. Advise on terms and conditions including retirement benefits in the Public Service
  13. Initiate and coordinate research on market labour trends for the Public Service;
  14. Initiate research and develop strategies for best practices in human resource management and development;
  15. Establishing systems for hearing and determining appeals from County Government;
  16. Ensuring standards for the development and review of career progression guidelines are set and maintained;
  17. Making recommendations in respect of qualifications of officers in the Public Service;
  18. Advising on transition issues and relationships between the National and County governments;
  19. Advising on capacity building needs for County Governments;
  20. Develop, implement and review policy framework on uniform norms and Standards for the County Government.
  21. Develop and implement the Directorates annual work plans, budgets, and performance contract targets and staff performance appraisal.


Qualifications for appointment to this position

  1. Masters degree in Human Resources, Business Management, Development, or other related fields
  2. Bachelors degree in Human Resource/Human Resource Management, Industrial Relations, Public/Business Administration, Government or any other relevant qualification from a recognized institution;
  3. Higher National Diploma in Human Resources Management
  4. Professional Certification in Leadership and Management
  5. Training and thorough knowledge in Job Evaluation Schemes
  6. At least 10 years professional experience in a relevant field, 5 years of which should be in a senior leadership position with demonstrated success in managing multi-disciplinary teams;
  7. Knowledge of the institutional and legal framework in Kenya, as well as of relevant Public Service transformation programmes;
  8. Should have Certified Human Resource Management Professionals (CHRP-K) Certificat
  9. Knowledge of labour laws and other related legislation; and
  10. Should be a Member of Institute of Human Resource Management (IHRM) professional Body.
